Shirley “Jean” Milligan (nee Halbrook) passed away peacefully on Saturday, September 5, 2026. She was a beloved wife, mother, grandmother, great-grandmother, sister and friend who will be deeply missed by all who knew and loved her.
Jean was the daughter of the late Lloyd Halbrook and Esther M. Hawk (nee Hawkins); beloved wife of the late Jerome “Jerry” Milligan and the loving mother of Jerry Milligan, Kelly Womack and the late Debbie Milligan Dierkes.
She was a cherished grandmother to Michael (Amber) Plassmeyer, Ashley (Nick) Plassmeyer, great-grandmother of Chloe Penrod, Caden Plassmeyer, Mason Gillie, Rian Plassmeyer and Brynlee Plassmeyer. Jean was also a dear sister-in-law of Kathleen Lamkin and aunt, and she leaves behind many nieces, nephews, relatives and friends who will forever treasure the memories they shared with her.
Jean enjoyed the simple pleasures of life and especially loved fishing, hunting and spending time with family. She will be remembered for the love and care she gave to those around her and for the special place she held in the hearts of her family.

In lieu of flowers, memorial donations may be made to the Cuba Animal Shelter, an organization that reflects Jean’s love and compassion for animals.
Jean’s memory will live on through her family and the many lives she touched. May she rest peacefully alongside her beloved Jerry, knowing she was deeply loved and will never be forgotten.
